The Rover was photoed and vidoed in a studio on earth. NASA never had an operable rover.
There are no videos of the rover being tested on earth.
The full size rover had to be lifted and placed into the studio set using a crane. There are no realistic tire tracks to be seen.
The rover video is a remote controlled scale model, most likely a 1/12 or 1/24th scale with an astronaut doll in the driver's seat.
Note that the doll's arms never move.
